In between, the other Fulton communities include Aegean Cove, Mediterranean, Gallery, and Caribbean that occupy over 520 acres in south Chandler.  Students in Fulton Ranch attend <a title="Ira A Fulton" href="http://www.greatschools.org/arizona/chandler/3630-Ira-A.-Fulton-Elementary-School/" target="_blank">Ira A. Fulton elementary</a>, <a title="Bogle Jr. High" href="http://www.mychandlerschools.org/bjhs/site/default.asp" target="_blank">Bogle Jr. High</a>, and <a title="Hamilton high school" href="http://www.mychandlerschools.org/hhs/site/default.asp" target="_blank">Hamilton High School </a>in the  highly rated Chandler school district.  The property that is now Fulton Ranch was once owned by the Goodyear Tire and Rubber Company which raised cotton for the fiber necessary for tires. Fulton Ranch is also close to the many semi-conductor industries such as Intel, Microchip Technology, and Freescale Semiconductor which collectively employ over 12,000 workers in the Chandler area.</p>

<h3> Fulton Ranch began as Phoenix housing market began decline</h3>

A stabilization of the market and a focus on more affordable and lower priced floor plans have <a title="Fulton Homes " href="http://www.azcentral.com/arizonarepublic/business/articles/2009/07/18/20090718biz-fulton0718.html" target="_blank">helped Fulton homes recently</a>. </p>

<p>The Pecos Ranch  lake community in Chandler Arizona,  just south of the 202 freeway, was developed in the early 1990&#8217;s, with approximately 120 waterfront residential homes. Mature landscaping including tall pine trees, lakes, a community pool and tennis courts,  and a nearby city park all  make Pecos Ranch an attractive setting for families.</p>
<p>Pecos Ranch is in the Chandler School District. Students attend Ann Marie Jacobsen elementary school, Bogle Jr. High, and <a title="Hamilton High" href="http://www.mychandlerschools.org/hhs/site/default.asp" target="_blank">Hamilton High School</a>.  Access to the freeway could not be any closer, with the 202 freeway entrance just around the corner,  making the commute to the greater Phoenix area very reasonable.  Pecos Ranch is less than three miles from the Chandler Fashion Mall, and less than 4 miles away from Intel and other semi-conductor companies.</p>

<p>As you drive through Pecos Ranch, you&#8217;ll notice that not all waterfront space has been developed for housing.  The lakes are visible  as y ou drive  along Gunstop Loop and Pennington Drive.  Therefore, you don&#8217;t need to own a house on the lake to enjoy the feeling and atmosphere  of  a lake community.  You&#8217;ll also notice that many residents take advantage of the opportunity to use the lakes with electric motor boats and canoes. </p>

<p>It  is almost pointless to talk to someone in July when the temperature is 110 degrees about what happens in Phoenix when it rains. You want to point out how planned communities have drainage plans and retention basins, etc.   The situation in the summer  may be that no precipitation has been seen for months, so they wonder why you&#8217;re even bringing it up. Well, the last couple of day we&#8217;ve been drenched and now those plans and preparation are very much needed and appreciated.  Meteorologists are even saying that we may see as much rainfall in this 5 day period as we saw all of last year!  Yesterday there was even a tornado warning,  and many roads have been closed because of  flooding.  The picture above is not a lake water feature for a subdivision.  It may be for the time being, but actually it is a retention basin with grass in the community common area that accumualtes the runoff from storms such as the one we are having that has dumped over 3&#8243; inches of rain in a 24 hour period in some parts of they valley.</p>

<h3>Drainage Plans, Dry Wells and Retention Basins</h3>
<p><a rel="attachment wp-att-6001" href="http://phoenixwaterfronttalk.com/2010/01/22/when-it-does-rain-in-phoenix-it-can-rain/retension-basins-in-common-areas/"><img class="alignleft size-medium wp-image-6001" src="http://phoenixwaterfronttalk.com/files/2010/01/Retension-Basins-in-common-areas-300x221.jpg" alt="Retension Basins in common areas" width="300" height="221" /></a>This is not the most flashy or sexy subject,  but very few residents know about the planning that goes into a subdivision before the houses go up. Each city has engineering standards for drainage that the developer much follow.  I called and spoke to a Town of Gilbert planning engineer to get the details.  The standards and guidelines can also be found on line. </p>
<p><strong>How much water needs to be retained?</strong>  For the Town of Gilbert subdivisions must provide retention for the run-off generated from a fifty year, 24 hour storm which equals three inches.  House main level floors must be built higher than the water level that would be produced by a 100 year, 24 hour flood.  Many of the retention basins are also used as play areas or grassy parks within the subdivision.  However, the maximum allowable dept of a retention area is 2.5 feet as measured from the top of the side walk next to the basin.<a rel="attachment wp-att-6008" href="http://phoenixwaterfronttalk.com/2010/01/22/when-it-does-rain-in-phoenix-it-can-rain/common-area-retention-basins/"><img class="alignright size-medium wp-image-6008" src="http://phoenixwaterfronttalk.com/files/2010/01/Common-Area-Retention-Basins-300x224.jpg" alt="Common Area Retention Basins" width="300" height="224" /></a></p>
<p><strong>How fast must the retained water drain from the basin? </strong>A retention area must drain within 36 hours to prevent &#8220;ponding&#8221;.  Dry wells can be used to assist with the draining of the area and must penetrate at least 10&#8242; into highly permeable soil.</p>
<p>Because of the drainage plans that must be in place for a subdivision, it is highly unlikely that homes would require flood insurance.  However, it is best to consult a flood plain map.</p>
<p>This planning for the most part goes unnoticed until you have a significant rainfall that shows how important it is to manage run-off from a storm even in Arizona.</p>

This description also applies to those  5 second sound bites regarding real estate in Arizona.   I feel more comfortable when I can see the data and draw my own conclusions.  It is an oft used phrase but all real estate is local so what applies to the country does not necessarily apply to our corner of the state.   Here&#8217;s a local look at two desirable cities in the Phoenix area, Gilbert and Chandler.</p>

<h3>A Look At Gilbert And Chandler Home Sales in 2008 &amp; 2009</h3>
<p><a rel="attachment wp-att-5348" href="http://phoenixwaterfronttalk.com/2009/12/21/a-look-at-2009-east-valley-residential-real-estate-home-sales/gilbert-monthly-sale-per-sqft-2/"><img class="alignleft size-medium wp-image-5348" src="http://phoenixwaterfronttalk.com/files/2009/12/Gilbert-Monthly-Sale-per-sqft1-300x183.jpg" alt="Gilbert Monthly Sale $per sqft" width="400" height="240" /></a>At the beginning of the year  Gilbert started off with around 1,980 homes for sale  and is currently at 1,700, a 14% drop. Chandler started 2009 with 1,760 homes for sale and will end 2009 around 1,500, a 15% drop.   The distressed sales for November for each city is almost a mirror image; for November 2009, foreclosure/bank owned sales in Gilbert and Chandler were 28%, short sales 26%, and normal sales 46%.</p>
<p>For the greater Phoenix area,  there were 14,000 bank owned REO listings in mid-December 2008 and that has dropped to 5,500 currently.   Short sale listings have gone from 11,500 to 14,800 in the same time period.</p>
<h3>Trends for Gilbert and Chandler AZ  Homes Sold during 2009</h3>
<p>The chart at the beginning of this post shows a two year history for Chandler represented by two lines.  The upper line shows the average $/sq.ft. for homes sold in Chandler during 2008 with a downward trend, the lower line represents 2009.  Further down is the same chart for Gilbert homes sold during 2008 and then 2009.   It may be difficult to predict the bottom of a market, but these two graphs show a definite stabilization of  home prices in Gilbert and Chandler during 2009 with a  upward trend for Chandler in the last 4 months.</p>

<h3><span id="more-4702"></span>Ocotillo Community Association &#8211; The Largest Reclaimed Water Consumer In The Southwest</h3>
<p><a rel="attachment wp-att-4721" href="http://phoenixwaterfronttalk.com/2009/11/20/ocotillo-lakes-behind-the-scenes/ocotillo-lakes-water-fountain/"><img class="alignleft size-medium wp-image-4721" src="http://phoenixwaterfronttalk.com/files/2009/11/Ocotillo-Lakes-Water-Fountain-300x196.jpg" alt="Ocotillo Lakes Water Fountain" width="300" height="196" /></a>The <a title="Ocotillo Community Association" href="http://www.oca-az.com/" target="_blank">Ocotillo  Community Association</a> is the largest user of reclaimed water in the southwest creating 167 acres of lakes and over 17 miles of shoreline.   During the winter when usage is at its lowest, 2 million gallons per day are used to irrigate the community landscaping.  During the summer, when evaporation is high and watering needs increase, the usage can climb to as high as 8 million gallons per day. The water is supplied by the  nearby City of Chandler Water Reclamation Facility.</p>

<p>This giant checker board is actually the &#8220;guts&#8221; of an unbonded post tension slab.</p>
<p>Post tension slabs are used to create a monolithic slab that is stronger than the typical slab and foundation that is poured in stages.  Post tension slabs are used in many parts of the country where the soil has high shrink / swell potential, also commonly know as expansive soil because they resist soil movement.   Many parts  of the Phoenix area have soil that is expansive  and exhibits a high shrink / swell potential.  The USDA has published a <a title="Shrink swell potential map for Phoenix" href="ftp://ftp-fc.sc.egov.usda.gov/AZ/phxshrinkswell.pdf" target="_blank">shrink / swell potential map for Phoenix</a> which identifies the cities or towns most affected by this condition.</p>

<h3>The Process of Creating Post Tensioned Slabs</h3>
<p><a rel="attachment wp-att-4267" href="http://phoenixwaterfronttalk.com/2009/10/22/why-post-tension-slabs-are-used-in-phoenix/post-tension-slab-and-tendons/"><img class="alignright size-medium wp-image-4267" src="http://phoenixwaterfronttalk.com/files/2009/10/Post-Tension-Slab-and-Tendons-300x195.jpg" alt="Post Tension Slab and Tendons" width="300" height="195" /></a>Concrete performs extremely well under compression (pushed together), but poorly in tension (pulled apart).  The cables or tendons are stretched with hydraulic jacks  up to 25,000 psi and clamped at the ends.  The result is the tendons constantly keep the concrete in compression forming a stronger more reliable foundation and slab.</p>
<p>The plastic sheathed cables are positioned in the slab at the correct height and distance  using &#8220;chairs&#8221;, the little cone shaped supports. The plastic coating allows the cables to move within the concrete after it is poured and  stretched.  This is why you may also hear the term unbonded, since the cables move independently of the slab.  Once the concrete is poured and has reached approximately 75% of the desired strength, the cables are stretched using a hydraulic jack.  Applying the pressure to the concrete after it is poured and cured is the &#8220;post tension&#8221; part of the name.  The cables are then anchored at the ends and allowed to cure.</p>
<h3>How Do I Know If My Home Has A Post Tensioned Slab?</h3>
<p>Since the cables or tendons in the slab have been stretched to high <a rel="attachment wp-att-4304" href="http://phoenixwaterfronttalk.com/2009/10/22/why-post-tension-slabs-are-used-in-phoenix/post-tensioned-slab-stamp/"><img class="alignleft size-medium wp-image-4304" src="http://phoenixwaterfronttalk.com/files/2009/10/Post-Tensioned-Slab-Stamp-300x206.jpg" alt="Post Tensioned Slab Stamp" width="300" height="206" /></a>tensile strengths, it is extremely important that you do not drill, cut, chisel or do anything to expose the tendons.  An easy way to  verify if the slab is post tension is to go to the edge of the garage by the garage door and check for  stamped warning in the concrete similar to the one on the left.</p>
<h3>What If My Dream Home Doesn&#8217;t Have A Post Tensioned Slab?</h3>
<p>The majority of the homes in Phoenix do not have post tension slabs.  Home builders may choose not to use post tension slabs if the house is not in a high risk area.  The best approach is to consult <a title="Expansive soil shrink swell map" href="ftp://ftp-fc.sc.egov.usda.gov/AZ/phxshrinkswell.pdf" target="_blank">the shrink / swell map of the Phoenix area</a> to be aware of the areas where it would be a concern.  If the house uses a slab on grade type of foundation, look for severe settling cracks, especially if they are recent.  A qualified inspector can also be a good source of information.</p>
<p>One of the most important and simplest things you can control is to keep water away from the house.  Many home builders suggest keeping sprinklers and landscaping at least 12 &#8211; 24  inches away from the side of the house.</p>
<p>Being aware of the expansive soil condition is the first step.  Looking for excessive settling cracks and continued settling is important.  Using a qualified inspector is key and ultimately keeping water a safe distance from the perimeter of the home will help avoid further risk.</p>
