Waterfront Communities in The Islands

The Islands consists of three separate man made lakes that are boat friendly with over 400 single family home lakeside lots. The Heritage District in Pictures

Water Tower Plaza is ideally located across from the Hale Centre Theatre and provides a perfect gathering place before or after a play. Downtown Restaurants

Just because they print it does it make it true?

Congratulations Miami, the 2011 NBA champions! – NOT. Here it is in print from a Florida newspaper. I guess they never got the memo or checked the score board. Just because it gets printed or makes its way onto the internet, does that make it true? That’s the same way I feel about Phoenix area shadow inventory. Some of the confusion lies in the definition of shadow inventory. Obviously, shadow inventory includes properties that have gone back to the lender but are not on the market. Some also consider homes that have received a Notice of Trustee Sale with a scheduled auction date. Some add to those numbers loans that are seriously delinquent which is 90+ days behind. As you can see, the definition will affect the level of shadow inventory cited by the various experts. There’s also the issue that real estate is local and national commentaries cannot be relevant to individual markets? Many have stated that shadow inventory is out of control and will contribute to a foreclosure Tsunami. Now let’s get the facts for the Phoenix area.

Fuel for the foreclosure fire – pending foreclosures and Phoenix shadow inventory levels

Understanding shadow inventory levels is important because it is a leading indicator of the number of homes that will eventually become foreclosure or lender owned properties which sell at discounts and keep home values from rising. When a lender deems that a home owner falls sufficiently delinquent, a notice of trustee sale is issued advising the homeowner that the property will be sold at a trustee sale auction in 90 days. The graph to the right shows the number of outstanding notice of trustee sale notices with a future auction date for Maricopa county since 2007. A lower number is indicates that fewer properties will go to auction and become lender owned foreclosures. A historical perspective helps identify trends and understand the future supply of lender owned foreclosures. The 2011 trend line is represented by the pink line and shows a favorable trend downwards.

Components of Phoenix Shadow Inventory

The definition of shadow inventory is will vary and depends on which components are included. I like the definition used by The Cromford Report shown by the graph to the left. The bottom red portion are active foreclosure or REO listings being marketed in the MLS. At the beginning of November 2010, the active lender owned foreclosures were in excess of 6,000. Nine months later at the beginning of August 2011, the number has been cut by more than half, to approx. 2,800 properties. The next component, the Unlisted REO’s, (in blue) are those that have reverted to the bank at auction and are in the process of being prepared to go on the market. Interestingly, this component remains fairly constant between 7,000 – 8,000 properties. The fact that Arizona is a non-judicial foreclosure state helps keep this level lowered than if Arizona was judicial foreclosure state. The purple portion represents pending foreclosure or properties with a notice of trustee sale. This component has decreased from 35,000 to 21,000, or 40%. These properties may be sold as short sales, achieve a loan modification, purchased at auction or eventually revert back to the beneficiary or lender. A diminishing level of pending foreclosures will result in fewer foreclosured /lender-owned/REO properties later on. The Pending Foreclosures graph above shows a very positive trend for this category since its peak at the end of 2009.

The other component that would be interesting is the number of homes that have stopped paying their mortgage but have not received a notice of trustee sale.

Now you have it, the break down of shadow inventory, what it is and the current trends. If you are waiting for the next wave of foreclosures, it may be a very long time unless there are some fundamental changes. And remember just because you see it something in print doesn’t mean it is necessarily so. Get the real data and understand the trends.

Waterfront Homes and communities that allow boating

As with a search for any home, Phoenix area waterfront property buyers have their criteria that best describes their dream home. When describing Phoenix real estate waterfront homes, there is an additional parameter that is often important; a lake that allows boats. Instead of going to a park, a waterfront home owner may decide to go “crusing” around the lake. Some communities allow boats and some do not. Most lake communities only allow pontoon boats that are powered by electric motors. To enjoy a true motor boat ride you’ll have to choose from one of the six water ski communities in the valley. Even if the community does allow boating, make sure and verify that the body of water to which you’ll have access is large enough for that occasional boat ride.

Pontoon Boats and Valley Lake Property

There are a variety of reasons why a waterfront property may not allow owners to have an electric pontoon boat or any kind of water craft. One may be that even though the listing agent has designated the property as waterfront, a distant view of H2O on the golf course may qualify as waterfront in their mind but it just isn’t so. There may also be a community sidewalk, walkway or common area that separates the property from the water, such as in Sun Lakes, Fulton Ranch, and Wellington Estates in Chandler.

Even when the waterfront lot is directly adjacent to the lake, the body of water may not be large enough or long enough to make boating worthwhile. Phoenix real estate market update for 2011

I found the following quote by Franklin D. Roosevelt, “There are as many opinions as there are experts.” Speculating on real estate trends is a favorite past time for anyone, especially as of late. It is easy to get caught up in the broad “one size fits all” real estate commentaries, so read on to see what’s really happening with Phoenix area real estate. To truly understand, it is always best to look at the data and identify trends.

Let first start with demand

The above chart shows the single family sales per month for Gilbert for almost 2.5 years. The pink line is for 2011. Other cities and towns around the valley show a similar pattern. Chandler sales are shown on the right for more than over 2 years. In most cities, you have to go back to 2005 to find higher number of YTD sales. Obviously, the significant drop in prices have spurred demand for lower cost and affordable housing, both from investors and owner occupants.

What’s happening to inventory

Within the last month, I’ve had clients comment that there aren’t as many listings showing up, especially if they’re looking for a niche property such as Phoenix waterfront property. To the left is a graph for the Queen Creek area, which was hit particularly hard with foreclosures since many of the homes were built during the boom. All three types of listings have decreased over the last year. Understandably, buyers had come to expect a continual supply of rock bottom priced foreclosures, but the trend appears to suggest reduced supply for traditional sales, short sales and foreclosures, not just in Queen Creek but across the Phoenix valley.

There are many reasons why the foreclosures have begun to decrease and should continue. Mortgage delinquency rates are down, bankruptcies have peaked and there is a sustained downward trend in the number of notices of trustee sales per day for Maricopa county. Notices of trustee sales are issued when a homeowner becomes sufficiently delinquent that the lender notifies the owner that the house will be sold in 90 days at trustee auction, and the property is now in pre-foreclosure status. The number of notices of trustee sales peaked in April 2009 and has shown a sustained and welcome downward trend. With fewer properties going into pre-foreclosure, fewer will become lender owned foreclosures, reducing downward pressure on prices. It is also worth mentioning that there is a distinct difference between the foreclosure process in “judicial” vs. “non-judicial” states. In states like Illinois with a judicial foreclosure, the process is much longer, even years, delaying the process for homes to return to the market. Arizona, a non-judicial foreclosure state is based on deeds of trust with a power of sale clause which enables the trustee to initiate the foreclosure process without having to go to court.

Days of Supply of Inventory

A good way to compare demand to supply is to look at the available days of inventory. In other words, based on the current sales, the inventory will be gone in “X” days unless more inventory is added. Above is a chart showing the days inventory supply for Tempe. Other days of supply graph show similar trends.

The data shows positive trends for many aspects of Phoenix valley real estate. Regardless of what many distant and removed commentators say about our real estate, we know real estate is local which is why is it important to focus on the leading indicators for those that affect Phoenix and the surrounding cities. We should see price stabilization this year and some cities will even begin to see price appreciation.

What makes an Arizona community a master planned community?

How do you know if you live in a master planned community? It is a commonly used expression when describing Phoenix residential real estatePho to say a community is a “master planned community”. If you ask 5 people for a definition, you’ll probably get 5 different answers. Many are very well recognized communities throughout the valley such as McCormick Ranch, Power Ranch, Anthem, Desert Ridge, Verrado, Estrella Mountain Ranch and Ocotillo.

Characteristics of a Master Planned Community in Phoenix

Master planned communities allow developers a way to create a more unique environment. Through a combination of residential housing choices, common amenities such as parks, community pool, clubhouse and walking trails, retail and commercial centers, the master planned community offers a more complete lifestyle to its residents. Indeed some of the larger scale master planned communities incorporate this mixed use concept. McCormick Ranch in Scottsdale, one of the first in the valley, sits on just over 3,000 acres and includes a variety of residential housing, as well as two golf courses, 25 miles of biking/walking paths, man-made lakes, commercial and retail centers. In the east valley, some of the most desireable and unique developments, are amenity rich master planned communities that include Power Ranch in Gilbert, Val Vista Lakes, Agritopia, and Chandler’s Ocotillo. Depending on the size and scope, a master planned community can approach a “city within a city”. For example, Desert Ridge in northeast Phoenix is comprised of 5,700 acres and will have up to 50,000 residents. Besides residential choices, the Desert Ridge master planned community is home to the Mayo Clinic, Desert Ridge Marketplace, and a JW Marriot Resort and Spa and a business park. Let’s face it, it can be nearly an impossible task to live in Arizona and not grave the relief that a private pool in your backyard can offer. When it’s 110 degrees outside, you will be convinced it is a must-have. Even when your Phoenix home is a second or vacation home used mainly during the winter months, pools are an attractive addition to any backyard. But there may be reasons why you should forgo that luxury and let your community HOA manage that responsibility.

Residential lake communities that offer community pools

It is surprising to many there are not more single family communities in the Phoenix valley with community pools. They are typically found in larger master planned communities where the cost can be spread out over hundreds of homes. Given that Phoenix area lake communities or subdivisions are somewhat rare, when you look for those with a community pool, the list narrows down significantly. Some of the more well known single family residential lake communities with a community pool are Val Vista Lakes in Gilbert, The Springs in Chandler, Power Ranch, Pecos Ranch, Province in Maricopa, Ventana Lakes in Peoria, Sun Lakes, and Desert Harbor . It is almost a given that townhouse and condo developments will have a community pool. Lake communities that fall into that category include Cantabria Shores in Ocotillo, Crescent Falls in Fulton Ranch,Gainey Ranch in Scottsdale, Las Palomas at McCormick Ranch, Bridgeview at Hayden Lakeside, among others.

If you plan on making this a second home to be enjoyed as an escape from mid-western snow storms or blankets of Canadian snow, then you’ll probably be here when most outdoor pools are rarely used. In that case, a private backyard pool can be an expensive backyard landscaping fixture. And most unheated community pools receive a break from the crowds during the off-season. If you’re looking for year round aquatic enjoyment, your best bet finding it will be in a townhouse or condo community with a heated pool. Make sure that during the inspection period you confirm if the community pool is heated and the months of the year it is open.

Forgoing the luxury of a 400 sq.ft. private backyard pool for a community pool may be a trade-off that suits a part time resident or even a full time owner occupant that does want the headache of caring for a body of water that will eventually only see occassional use. Many 55+ communities also feature indoor heated pools and spas.

Charter schools provide an alternative to traditional public schools

One of the many, but very important items on the checklist of things to do for a family relocating to the Phoenix area is researching schools. Which school is the best school in the area we want to live? Which district is the best? Do they have extra-curricular activities? And the questions go on and on. These families will also have to add another question that they may not have considered previously, “What about charter schools?”

Quick Facts about Arizona Charter Schools

Charter schools are public, state funded schools that came into existence as a result of legislation that was passed in 1994, making Arizona the 10th state to pass a charter school law at that time. It is also known as one of the ”strongest” charter laws in the nation allowing a high degree of autonomy from traditional public school regulations. The term of a school’s charter is 15 years with reviews every 5 years by the sponsoring board. Charter schools are funded by the state based on student attendance and cannot charge tuition.

The reason why families coming to Arizona may have not heard much about charter schools prior to coming arriving in Arizona is that of the 4,000 charters issued in the U.S., over 500 are in Arizona. Approximately 25% of the state’s public schools are charter schools, and 10% of public school students are enrolled in charter schools, the highest percentage of any state in the nation.

Many parents and students feel more comfortable with a smaller school setting and charter schools have received positive press. Websites that provide more information include the Arizona Charter Schools Association, and the Arizona State Board for Charter Schools. Some charter schools are some of the state’s top performing schools.

You can also search for charter schools by name, city, zip code, sponsor name or county.

All four of our sons have attended charter schools at some point during their education. I asked my wife if she thought it gave them a better educational experience. Her reply was, “that depends on what you’re looking for”. Charter schools tend to be smaller in student population and therefore cannot offer some of the programs of larger schools such as sports, band, and do not provide transportation. At the same time, charter schools tend to focus more on a curriculum philosophy or specialty. Like any choice, there are pros and cons to any decision. My advice would be to talk to parents of students who attend a specific charter school.
